to be honest i just: pause, place roads, place what i wanted to build, and then delete the roads again.
No materials wasted and works just fine.

@Lyndon B. Johnson and GuldTasken, it removes all requirements you can build in trees,stone,water no matter what it is
but removing it messes up the save.

@Lyndon B. Johnson, If the description is accurate, it essentially allows you to build a road from one side of the isle to the other, albeit your keep and everything else, is far away. Basically, removing the requirement to build further along to be a build the road further.
