As a result, these were not generated in the city but only in trucks and buses. These should be replaced directly with the update, since they should no longer have license authorization.

If they do spawn as AI, they will not be replaced. That's the problem with AI people. These are firmly attached to their spawn buildings/magnets. Only when you remove them do these Sims also disappear.

But as mentioned, the AI ​​should theoretically not have spawned because of the missing "idle" animation

I've now updated this mod to correct the issue with the game using the characters. (Though it may take a while for the game to replace the people as they respawn.)
