There's other ways to make sure every job has a worker, this was just one of them.
Is this mod not applied to Campus DLC colleges?
Distance and transportation are a factor in whether or not a student goes to college. IE, if they live far away from the college, they won't attend.
If a student got a job before they went to college, I don't think the base game lets them quit and go to college, but they will still show up as college eligible.
There's probably other factors as well.

Education panel says there are over 1000 of potential University student in my city, but although I established Trade College (the only higher education institute in my city) only 76 students enrolled and even it decreases over time...
as for reducing the total amount of students, it shouldn't except for university students. Unless there's a bug in the original mod, or the game changed something, but I haven't noticed.
Then, some primary school graduates lose their "educated" status when graduate high school?
