EDIT: I used the cheat menu and now see that the tankers are available from 1965.

Yes I'm in the year 1961, in the game. So if I got this right both the tankers and the cargo trucks are year restricted...?

So what is the time period that these can be used from...?

@Vimes I can see by your picture you are in the year 1961 and until now (updated 1960) they will not be available , that's all the problem should be.Please let me know if it is not.

Thanks for creating and sharing these but I'm not sure why I'm having a problem seeing them in my game..? Both the larger tanker and cargo trucks can't be seen...?
