Flood Lights from vanilla replaced it. Be sure to research Advanced Lighting.
Genuine question, is modding this game actually that easy? Where would i have to look to start learning?

Illuminated furniture requires Advanced components because it provides bonus to rest effectiveness, not just comfort. It's the only furniture in the game that actually improves the speed of resting.
We have recently released a great Vanilla Temperature Expanded mod which allows you to build spacer-tier AC systems, that maintain steady temperature throughout the base. It wouldn't be wise of us to then just add a lamp that does the same thing.
As Gerewoatle said, you don't need modding tools. Notepad++ is a free piece of software you just download. Then you navigate to ...\Steam\steamapps\workshop\content\294100/, in here you find the mod you want to edit, and then you go into Defs folder, find the file name related to what you're looking for (for example Furniture) and edit it with xml. Then, it's very simple - everything is clearly labeled and all stats are exposed there.
You don't even need "modding tools" for this, but you'd rather be on a soapbox than take the trivial steps necessary to make things the way you'd apparently prefer them.
You couldn't be more wrong. If something was strong, stronger than the baseline set by the base game, it needs toning down. I accepted the fact that I can't satisfy everyone and there will always be someone unhappy, and I encourage you to use this opportunity to learn basic xml editing so that you can eventually enjoy making mods like we do! It's honestly pretty simple, all you need is notepad++ and to know what file to open in it.
I found out about the changes when my stack of precious Healer Mech Serums - perhaps the most valuable item in the game, that I'd slowly gathered over years of gametime - vanished because I had repair benches queued up.
