Generally if assets don't load they're either broken, or you're missing required mods / DLC's for them to work.
In this case it was "Snowfall DLC" that you require in order to use "road maintenance" vehicles.

Okay, maybe it never loaded for me then and I never noticed.

I saw after this last CSL update, some of my assets wouldn't load. When I used Screen Loader mod to go to the asset pages some now show as being a part of creator content. However, I think the update (or advancement in loading mod) also did a proper check on DLC I didn't have.

What DLC does this need for maintenance for example?

Nope, I would suggest un-subbing - re-subbing in case its a workshop issue.
Nothing has changed so there's no reason for it not loading.
It is not a citizen vehicle, it is a maintenance vehicle.

I think it was, and it was cool. But now not loading with creator content release around this timestamp you see on my content. Maybe it got hoovered up into it, and this wasn't marked. Unsubbing.
