Use the staff making cactus mod and it works you have staff now

That's because there's no staff to do recruitment work.

Yeah, its the flat empty map from sandbox. You should have some starting money and such to get you started. May take a bit of work and challenge but you get all the space you could need to get going.

Furthermore, all staff are removed, making it totally impossible to hire people.

Mod works, provided you load the mods before choosing a map.
However, the lil issue is it also deletes existing buildings entirely (ie. Chicago maps have existing buildings but this mod deletes them for some reason, forcing me to build them up myself).
