@Below OR! If you want it without actually typing it in everytime, type in the console :
bind f3 (f3 is a recommended choice) thirdpersonshoulder. Then press ENTER and click it off.
Now press f3 and it will pop up. NOTE : This doesn't work for competitive games as you could look around corners with it for enemies
