By official, i mean Valve or Gearbox didnt make these, these were made by the community and tossed into HL:S, their inclusion is official, but the models themselves are not, while some of the models were based on the PS2 HD models (which are also different from the PC HD pack), the HECU seem to be mostly original.
NB: You seem to be confused about what official means. Valve included these models in HLS; that plainly makes these models official HLS content. I then ripped those models from HLS to create this addon. If these models were not official Valve content, then they would be missing from an unmodified HLS install and require a separate download from a third-party, which they do not.
Valve took the assets from a community mod for HL:S, as they didnt bother to port the original HD pack for the game, so after being pestered to add it after enough time they just threw this into the game instead of porting the original HD pack https://gamebanana.com/mods/239220
