Yep, characters will most likely be in a playermodel pack (Which will feature ragdolls too obviously) and zombies will appear in a pack of their own.

Yeah there were a couple of unique enemies that showed up on the Elimination minigame
i know the Tyrant C is one alongside one of the dogs but information regarding it is scarce

I didn't even know the Bull was from Elimination 3, thanks for the fact! I'll put him in my pack for the Outbreak scenario for File 1, since its a bit lacking in unique enemies.

I believe it was an unused model, not custom made. There was also an unused Bull Mastiff model and a Labrador model both uninfected, but I chose to leave it out because it seemed too out there.

Original Badass,
The Regis Licker is from File #1 in the 'hellfire' scenario, so I will upload a pack including the Regis Licker. And after doing a bit of looking around I accidentally put the Licker in this pack.

is it actually a ingame model that went unused or is it custom made ?

It is absolutely something on my mind, they will probably come as playermodels and consequently ragdolls, expect that. The only problem there is right now is that I have no idea how to make playermodels or create finger and face flexes. So basically yes, but not right now.
