What exactly is your issue?
To make it work with a mod that blocks it for you, you first have to find the mod and it's associated CfgPatches-Classname.
Afterwards, you unpack the provided PBO and edit it to your needs, putting the CfgPatches class into the required addons and repack the pbo. Then everything should work fine again. To be honest, I don't use this tool myself anymore since we removed all mods blocking the config & function viewer so I didn't develop this further

:D wenn man etwas haben will und es wirklich will kriegt man alle Sachen in Arma auf das die Leute das Blockiert haben mit der Funktion fand ich damals schon dumm

Sind wir ehrlich: Ein "Schutz" ist das Blockieren der Funktionen nicht, es hält nur auf.
Wer rippen will kann das ohne genau so gut mit 5min Recherche und der Rest ist nur genervt, dass die Funktionen geblockt werden

Ansichtssache, meiner Meinung nach etwas doof, vorallem wenn man charlieco umschreiben muss und es nicht kann
