@Fengxian0830 In 1.7 the emperor won't flee unless the faction's imperial favour is lower than 16, personally I think it is balanced enough.

Heads up, this mod disables the spawning of the imperial banner for liu chong in the 190 start date. You can check it with just this mod on. The emperor script probably has something to do with it spawning.
