Is there no mod that increases the strength of those who work mining?
It's logical that someone who spends their time doing physical work doesn't increase their strength.
It would be a good combination with your other mod of the more strength the faster you mine.

Note: Now you wont gain any Labouring, because you can always get only one skill increased
