The problem with crime and garbage went away for me after I noticed there are two roads hidden inside the building. I connected them together and two a road I made in the back of the store and the services vehicles started heading there.

Having the same problem as Ludicrous. For some reason sams club is full of garbage and the biggest crime hotspot in my town.
