Josh@LVDEV confirmed it is an issue with auto-foundation respect of mod item placement. Placing the foundation (and subsequent road) allow normal usage. Placing under normal auto-foundation rules causes experience i had.

sry for long delay, but that is a negative on edge/beta, so yes, steam level.
hopefully the advertised Dec update will allow the AirportCEO style handler to be placed normally

That looks like a local bug or game bug then , at me it works. Test this: verfiy your game files(in steam) , and if you are at default game switch to edge branch(beta) there are some more fixes inside.
