just spitballing - this is a great mod so i just wanted to express feedback!
I encountered a possible bug with pillaging Harbor districts. I stacked my game with all the other Civilizations with naval Unique Units or Unique Districts. If I completely pillage a unique Harbor district (England/Victoria or Carthage/Dido) the Harbor is deleted entirely upon capturing the city. Rebuilding the Harbor district in the captured city, requires getting to the next population cap. Once the district is completed, all the previous existing buildings repopulate the district and are pillaged. The only thing is that these buildings can NEVER be repaired. (I repaired the lighthouse 4 times before I noticed.)
Also, the Pirate Haven might be a little OP. Increasing Amenities AND food/gold make it a bit too much. Maybe pick one, or halve each benefits' effects.
Regardless, I have had much fun ruling the seas and skies as Black Bart!
