This audio mod is in that NS Audio mod, you're talking about. So no need to subscribe to this item.

Whenever I activate this mod, I always find it deactivated after loading my save. It may be because I have Train Sound Mod on, but deactivating that would affect all my other trains.

one of your sound mods (this one or the 1600/1700) disabled all train sounds in a saved game.
I didn't run one of your trains in my game (although your trains were enabled but not running on tracks).
After disabling your sound mods in my saved game all other train sounds were back to normal.
