Nice mod. It's good that there is map screenshot.
I have mod with Small Waystations and it does not conflict with the placement of the map. I use both mods.

Noone spawns at any locations, what is causing this? Is it the load order?

Been using this for years and it's great. Yes you can get recruits, sleep and shop. Haven't had any conflicts with other mods including ones that add cities.
