It's a starter station (base) for space; a gravity generator is included in the build. The hydrogen thrusters are insufficient to support this small station in a planet's gravity well, they will work in a moon's gravity well (0.25g), but at the cost of consuming ice pretty quickly.

I always have a dozen or so builds partially completed. Sometimes they sit for a long time waiting for some kind of "finishing" inspiration to surface. And sometimes that never happens.
