Correction I have seen them, any way to get them to stick around for a few min after i talk to them instead of immediately running off?

Unfortunately, the caravan's money cannot be set above 25,000.
Even if you do what you say, their money will not increase by more than 25,000. This is a game limitation.

They need to have 200K cats not 20k. Also need to make the ancient relics they sell MUCH more expensive. Please include CPU units.
