To override the vanilla weapons being disabled you could put in a copy of the vanilla weapon tech files from the game installation.
To actually override the mod you just have to make sure that the patch mod is below this mod in the load order, you should be able to ensure this for users by ordering the dependencies in the .mod files.
I can't give you permission to upload the full version as Elratie is the original creator of the star wars weapons mod, but a patch mod will work
And no I won't add that feature as I don't want it
