No.
I'll make Skavenblight's garrison balanced around melee units, maybe 2 of each units. But for wall upgrades you have only so many slots to fill. If i was to add 2 more melee units in any tier it would go beyond the 20+ garrison unit limit and cause problems due to unit priority in garrisons.
Also if you are interested in editing mods in your taste you can easily install RPFM and change the values. I can guide you about it or you can join C&C Modding Discord and ask for help.
You are right about that. But whole point of this mod is being able to use that flavour units in garrisons. I'm the guy who usually goes lord+19 ranged units. So at least having this units in garrions and being able to play with them is fun experience for me.
