After I played and messed around, i noticed something.
I can place a shed on top of the walls next to the Shinobi Tower on a tiny edge on top of the wall. That's where the boundary ends.
On the other side near the Rebel Base, I can't place anything at all, meaning the 'center' of the radius is basically at the Bar in the Hub. Whether you decrease it to 30% to give the free build space outside this portion of the wall viable, you end up cutting away 50% of the hub to the no-build zone, the ownership still exists for instance but your Hub wall is messed up.
'Cautionary' value is -50%, any further risks messing with ownership of towns that are big.
Maybe zoom all the way out and look down while standing in the center of the icon? The normal radius is likely 2 to 2.5 screens apart.
