3D features like head, hair and noses can be .smd files that can be compiled.
Face textures... That be more difficult. I know in Mii Maker players can move features in manner of ways so how that can be recreated I don't know. I can imagine position and scale could probably be listed on the mii .qc file but dunno if possible to pull of. I have a rough idea but I'll need to look into it.
As for how to write a .bat compiler I have no idea... but I could probably figure out half of things from Sonic Forces Avatar mod.
Of course, understanding how it works is different from knowing how it works, but maybe you could talk to the creator of the Avatar Mania mod on how he did it.
Either way, they can have default mii-bodies but easy-headhacking to the SSBU mii bodies.
Like, I know that Sonic Forces avatars were made into a SFM compiler https://www.youtube.com/watch?v=C3NiRoJnqhk just wondering if there was something of the like for Mii's, especially to headhack for these SSB models.
