I didn't have the chance to try it yet, but I might suggest to remove/drastically reduce the educational output of this building by stting to 0 the number of students per staff/professor (if not already done). This way it (and the other ministerial builidngs) might act more like actual offices.

yo mate.. i have some critics that might be improve this building by making people happy to see the red star with hammer sickle on it.. hopefully it useful
