•I really like the UpSpecial. It cements Mechlair's niche, in my mind.
•Parrying the energy orb should put into extended parry stun. If not always, then at least when parrying the recall. That move can be really oppressive, so making the punish rewarding is big.
•Something about Jab feels really janky. Not sure what it needs, but I think it has to do with the small/non-existent knockback and hitstun. Sorry I'm not being more helpful on that front.

also this reminds me of those games where you fight an evil clone of yourself in one of the boss fights
i love her alot more than clairen and i want to add her to comp rosters
why does every time i see a character it's better than the last one
like, this is better than most chars of the original cast
and it isn't like the other creators (Muno) that rely heavily on stun

I think this choice doesn't fit the heart of Rivals of Aether at all. Actually i never thought someone would want to reduce combos and prevent rushdown playstyles lol, this take is quite surprising to be honest. Encouraging hit and run playstyles is super weird to me cause combos and heavy punishes is an important aspect of what makes the game unique.
If i didn't convinced you, try to ask some other players what they think about this. I like your character's concept and visuals, i would love to see it become as good as possible.
