this building must be come because nomral dispanser is tooo big and tooo slow you cant use this 2 normal dispanser but mini dispanser you can use 2 time 1 war place for your team and other for you and engineer dont have any pda only stock when this item come you can play battle engi look my loadout

Yeah, Valve has had them in their internal builds for years, they also had the mini dispenser, doesn't meant they're necessarily going to pick them.

Though its a bit odd these particular set of weapons got left in the public build of the game, perhaps it wasn't an accident.
