Does this mod affect modded heroes that have riposte?

so what does this do exactly? does it give damage to all moves that previously done no damage so that riposte activates?

My First thought was, "Cool, this is a seemingly powerful buff; I love me some highwayman and this will make him stronger."

My second thought was, "oh dear god now ever stress dealing monster's AOE death's door checks you. The Squiffy Ghast has never been more spooky."
