I just have to go into the mod option to re enable it
when I first load the game, the expectations are vanilla

That sounds strange. Do you have issues with any other mod menus, or is it just this one? Either way, could you provide a mod list?
Is this supposed to be used during the game? I cannot define the default values in the main menu?
Could you check if the problem persists when you only have Harmony and this mod (and any base game material) activated? I don't see any issues on my end, so I suspect it might be a mod conflict.
