Are NPCs coming soon?

If you mean the actual textures, they're included in the model. No reason why you shouldn't see them, so just re-download the addon or verify the game cache.

If you mean the individual body groups, you can either hold C, right-click the model and select the Bodygroups, or you install "easy bodygroup tool" form the workshop and do it through the player model selection.
