No, currently I think this is a global setting, and not something I can change.

Yes, this is applied to all armies in the campaign.

i have not used this yet but wanted to ask before attempting it. can you effect the npc armies too?

I've been using the for quite some time and I'd like to share feedback: in my opinion s sweet spot is reached with a cap at 30 units rather than 40. This gives more flexibility in army composition, yet you are less out of proportion with interface and mechanics designed for 20 unit armies

For example you are still encouraged to plan a 2nd army of at least 10 units to get 40 units deployable at battle start.

It's really not all that bad for me, I just set the unit details down to low!

I will be tweaking stuff with this mod to help smooth out the inevitable balancing issues that will happen after going to 40 units.
