The contents of the briefcase are most likely important business documents. There's actually a texture for the HL1 gman's briefcase that shows paper, pencil, bullets (or a gun, I don't remember) and a machine that looks kinda like an ipad or the Disguise Kit from TF2. So yeah, there's your answer.
