Try resubscribing, maybe it did not download correctly. Also, if you are playing online, make sure the server supports using custom mods.

except it has literally zero effect on the actual sight picture with the way magnified optics render targets in insurgency.

A cover that goes in front of the lens, it reduces glare. Some people don't like it because it partly obscures the sight
