1) Since you're getting so many elephants for basically free, maybe consider either making the free unit a melee unit instead of ranged OR tone down the bonuses. I would be much more on board with the double damage to cities if it put the unit in danger.
2) Since you are taking India's unique unit for this, maybe have a version which gives India something new to make up for the loss of advantage.
- UU Uparaja: War Elephant effectively only have +67% against cities: it gets the +100% promotion, but also has another one giving -33% against cities. Assume the -33% should not be there?
Also, it would be nice to be able to scale your previous units up to the current strength value, e.g. I had some initial elephants (6 STR) who were quite veteran but were then eclipsed by the next set of elephants who were 12 STR. After that there were 18 STR and twenty-something.
The initial set to alert near the capitol should rebels /guerrillas pop up. Kinda stunk, that.
