Is there really no way the original mod author could contact someone at steam to get this pulled?. Whatever their reasoning is for not wanting it on Steam, it doesn't matter. At the end of the day this is their mod, their work, their art and their ownership should be respected.

Why do people hate the Steam Workshop so much? Just keep it here! The more mirrors to mods the better. That way we don't lose mod files when supposed mod authors leave forever. I don't want another repeat of Filefront thank you. Plus it gets your mod files out there and more people will use your mod. No need to get salty about it dude, LOL!
