There are plenty of tutorials on youtube on how to do such a thing, but the main path is to export the model to blender, add bones and connect them there, and then put them back in SFM.
I don't really have time for something like that atm so you will have to figure it out on your own, sorry.

No sorry, this is a port from a mobile game that had Rem as an event character or something.
So there is no Ram model like this.
If you have time on your hands you can reskin the vtf file and then mirror the video or poster.
