I haven't tested it in empire, but it allows to customise leaders with this perks, so I it likely works fine.

to be fair Jonnyenglish the only way to fix that is to make combo perks....im reasonably certain the one each is hard coded

i was trying to do something similar with a mod. however a problem i encountered was that you could still only pick one perk per background/colony sup/ and commander load out. does this mod fix that problem?
