nvm it works, just takes a lot of reopening, clearing the download cache, and disabling cloud sync

@FrostbitBait Yes, I believe so, as these bits of script do not have AI limitations.

@Blueboy I don't think that this is compatible with massive overhaul mods such as HIP, but it's worth a try. You could also merge these changes to your local HIP installation I suppose.

Added a screenshot of vanilla vs Faster Council & Better Council Scaling. In the example you can see the values for "Study Technology". The screencaps have been taken after tonight's update.
