I'm not sure what else to say. If a unit is in the "FORMATION_CLASS_LAND_COMBAT" formation class and is adjacent to a supply wagon unit and the supply wagon unit has health remaining, it should heal those units. If it's not working, I'd imagine your other mods are changing something.
In late game, AI build more Wagons then combat units. That is annoying.
Maybe increased cost over time?
The Supply Convoy heals both regular combat units and Supply Wagon.
I'm using Supply Wagon as an active unit in my tactics for the first few eras. Maybe make the unit obsolete with discovery of a tech/civic? Medics arrives with Sanitation.
I really like that units outside my boarders, need help healing. It slows down a rampage.
I'm still working/learning to get the AI to use supply wagons, so unfortunately the AI are still going to be terrible in that regard for now.
Can't heal ships. Tested within in city limits, in city center, and in harbor. With and without Support unit on the tile, and next to the damaged unit.
