This replaces the entire toolgun texture. I suggest extracting both textures from both mods and combine them. Just adding the texture in the right spot in your gmod folder should work. This requires knowledge on how to unpack GMA and the program VTFEdit.

So does this replace the screen texture or the entire thing? Cause I wanted to see if I could use this with the neon noir toolgun mod.

It replaces your default toolgun texture upon installing, delete the addon to disable it.
