With the Gimp file, I put all the text in a group IIRC, as well as all the different styles as their own group, so you have a more generic brown, a freak-o-nature red and blue, and a Smash black. Looking in the original file, I have noticed I just made them lose their text data via rasterizing them, so the main thing you'd want to replace is the Name field, the Location, and the ten digit combination and fill them in as you want. Personally, I would suggest rotating the entire image first, 90 degrees clockwise so the text can be fitted properly.
GIMP is also free, and is a downloadable Photoshop-lite.
Speaking of the passport, I really should try to get a hang of Blender 2.8, see if I can make changes to the passport.
