Damn, you're right. Looks like the encrypted the files in an update to stop them from being extracted.

Possibly, I do have Quake Champions installed so it wouldn't be hard to get the sound directly from the source.

Could you do one based on Quake Champions?
QCDE and QCDE IMPressive addon has all the voice lines for all sorts of kills (Daisy, Shotgun God, Nailgun God, Excellent, Humiliation,etc) so ripping won't be a problem.
