For the not loading for other people problem, it seems you also have the WASD converter mod installed, for the ship, which is not listed on your needed mods list. Now for your propellers are not working problem I already told you the solution on the mod download, you need an old water plane for the legacy new water activators, of which it seems you have 6 in total, and for the propellers (which are part of the full version of the mod) you need the non legacy water plane. This is because of the way that variables are communicated in scrap mechanic mods, you need both water planes unless you switch out your water activators to the official modern activators which would mean you no longer need the legacy version of the mod at all.
