Is this mod working with game version 116719

I know what you mean. When I'm in build mode with Cities Skylines I sometimes turn off the weather and the day and night cycle. Otherwise they both contribute very well to the visual aesthetics of the game. The growing city, or village for this game, looks lovely with the building and external lighting.
The only issue now is the day and night cycle. At least in Cities Skylines that is switchable.
When you are building it can be problematic to see everything, but then again it does look visually attractive to see the lanterns and lights lit up.
I'll stick with this one and test it out more thoroughly. As long as the snow doesn't totally conceal the road placements then I'm good.
Excellent to see another modder. Thanks for bringing your skills here :)
I got a little fed up when snow fell and instantly my planned zones of construction had to stop as I could not see the roads any longer.
