I have the same problem, and it's annoying as hell. I hate being locked in the "Oligarcy" government field
First things first, excellent work. I love pretty much all the changes, especially Great Theologians and the ability to control Dark/Golden/Heroic ages. A couple Dark Age policies didn't work right. The builder one never actually gave me a builder when I killed an enemy. The raid one didn't drain my Glory, but I got the extra yields. The settler one seemed to be working as intended.
Also, no city states spawned even though I'd set them to 18. I'm not sure if this is a conflict, as it seems none of your mods would touch that part of the game. I'll look into this further.
Last, this framework changes Tamar from one of the weakest to one of the best civs because of the extra Glory generation during Golden Ages, so that's great.
