It's a $5 DLC, Cobberston. It's part of the base game itself, It's more vanilla than half the mods on the workshop, get over yourself dude.

The culprit for the wheels seems to be the corner lights from the looks of it, it's not a terrain issue as even when removing that from the equation getting the wheels to spawn is a bit of work.

This isn't vanilla. It requires the DLC. Vanilla is base-game only.

I recommend checking out Alpha-05's Pathfinder rover. I cant work with non_dlc cockpits like he manages to :)

Either a fender or the terrain is preventing the wheels from spawning. You need to make sure wheels are not touching the ground or have anything in the way when welding or the tyre won't spawn.

@Firefly1 It has them actually! If you look at the first pic with the rover facing sunset on Mars you can see one of them just beneath the solar panel. Another one is just behind the periscope camera :) Just be sure to empty the cargo as weight could be an issue if laden with items.
