I want to be honest here: The hat looks stupid, and makes Heavy look like a chimp. Sorry, Ruskey.
The cape works (it's short enough not to obscure Heavy's iconic silhuette) but I would put it on Soldier.
The Futility Belt: Great pun on Batman's utility belt. Such a pity Valve usually puts their own name in. But Batman being a gadgeteer, I think this is more suited to Engineer.

In terms of superhero alter-egos, I see the SOLDIER as a better candidate for a caped Superman parody or a Captain America stand-in.
Heavy's equivalent would be the Incredible Hulk or maybe Thor. (Or Marvel's The Blob from X-Men, but The Blob is a third-tier villain who's only power is strength and who is solely despicted as stupid, ugly and obscenely obese, something Heavy is not... anyone who thinks Heavy is a "fatty" is invited to look at Heavy's face and legs, and notice the absence of wobbling fat.)
