I wasn't able to find it
The Vanilla tools aren't much smaller so it is unlikely a lot of people can have both on their computer, and since WOTC is the most recent version of Xcom 2 modders are going to default to that.
Not only this but porting a mod to vanilla isn't an easy process either since WOTC has a different shader stuff which means modders have to go through even more effort with the visuals/textures of a mod.
Me: BUT WHY IT'S A GOOD MOD

Glad to see more Tom Clancy stuff. The Division aint lonely anymore.
I'm definitely gonna do that for special outfits, iconic soldiers, and R6S operators, but as for the rest, they're probably gonna stay in this mod. We'll see though.
I enjoy having helmet only mods like Capnbubs sometimes.
Just helmets for now, but later on there will be more.
