There will be no update for 2.4/2.5 in the immediate future. I am not currently modding Stellaris as I need more time to commit to commercial projects (I'm skint) and managing some health issues.

This mod may be updated once the issues with the launcher, mod management and updating mods on the workshop have been resolved. Any queries regarding the crap that is the new launcher, screwed mod management and the issues that now exist with updating mods on the workshop that didn't need to happen, should be directed to PDS/PDX. They are not my problem.

Well, sadly the mod isn't working anymore after the update.
Disabled all other mods, still no additional pops/buildings

can use this with federated and start with 2 planets and 120 pops :D
