its neat to see but i feel it should really be something more interesting since there already is a zodiac symbol that gives piercing shots, and a bit of damage and a soul heart isn't something to stand on either

Interesting, but wouldn't it make more sense for the item to give poison tears, stompy, or something like a chance to shoot some sort of special tear that looks like a snake?

Yes it is, the zodiacs are based around constellation. There is a 13th somewhere and thats what this is named after
